We are organised under private law as a GmbH and are 100 % publicly owned. Our shareholders and clients are the federal government, federated states, municipalities, corporations, and institutions under public law as well as other public organisations, institutions and two investment associations. They control the work of PD through their voting rights and duties of cooperation.
The advantage of this is that PD can act directly on behalf of its share-holders. We have more than 800 consultants who work in two divisions, one covering strategic modernisation of administrations and the other relating to construction, infrastructure and municipal consultancy. They advise public sector clients throughout Germany.
Our special expertise is not only excellent but also award-winning: in 2022 we were again rewarded as a “Hidden Champion of the Consulting Market”!

PD has once again been named „Hidden Champion“ of the consulting market in the "Public Sector" category for 2024/25.
In 2023, the independent Wissenschaftliche Gesellschaft für Management und Beratung (WGMB) presented their “Hidden Champion” award for the ninth time. The "Public Sector“ category was first introduced in 2021 for the years 2022/23. The PD won this contest outright.
The award is based on a structured, detailed survey of executives from large and medium-sized companies or from the administrative sector (1,004 respondents in 2022).
