PD is a hidden champion!
We are organised under private law as a GmbH and are 100 % publicly owned. Our shareholders and clients are the federal government, federated states, municipalities, corporations, and institutions under public law as well as other public organisations and institutions. They control the work of PD through their voting rights and duties of cooperation.
The advantage of this is that PD can act directly on behalf of its shareholders. We have more than 1,000 consultants who work in two divisions, one covering strategic modernisation of administrations and the other relating to construction, infrastructure and municipal consultancy. They advise public sector clients throughout Germany.

Award-winning consulting services
PD has been voted a Hidden Champion of the consulting market in the “Public Sector” category for 2026/27 — marking the third consecutive time we have received this distinction.
The independent Wissenschaftliche Gesellschaft für Management und Beratung (WGMB) is presenting the award for the tenth time. The Hidden Champions award in the newly established “Public Sector” category was presented for the first time in 2021 (for 2022/23). PD won this award straight away and continued to hold it for 2024/2025.
Each award is based on a structured and comprehensive survey of executives from large and medium-sized companies and from public administration (2025: 1,126 respondents).
