Our mission

Partnerschaft Deutschland (Partnership Deutschland) has the mission to improve public service provision and investments in infrastructure and real estate projects - from the development of strategic concepts to assistance during the implementation process.

Our goal is to improve the implementation of public procurement projects by contributing to a more efficient and economic use of public resources. Partnership models can be an appropriate way to do this.

In order to achieve this goal, we support public clients in the following areas:

  • optimize processes,
  • reduce costs, and
  • standardize procedures.

Our IT/services division provides advisory services regarding the effective organization of IT and cross-sectoral processes in the public administration. Our construction/infrastructure division supports the public sector in complex and large investment projects to identify the most efficient option of structuring, procurement and successful implementation.

With around 150 employees from diverse academic and professional backgrounds, we offer a blend of public and private sector expertise combined with experience in project development and realization.

We use our market knowledge and longstanding experience of best practice to structure and implement the projects of our clients.

PD was established in 2008 by the Federal Ministry of Finance and the Federal Ministry of Transportation, Building and Urban Development as an independent consulting company to support exclusively public sector clients.

Since 2009, we provide consulting services for public-sector projects at the municipal, state and federal level. We have contributed to the success of both small and large projects at different levels of Government

As a public consulting company we have the mission to provide objective advice i.e. there is strong evidence that we consistently advise against entering into uneconomical projects.

Our expertise enables us to ensure fairness and transparency regarding the development of partnership models. In addition to administrative modernization and strategy development, the procurement of complex projects and the formulation of new concepts for the cooperation of the public and private sectors form the core of our consulting portfolio.

Project management

Project management, final cost-effectiveness study and project assistance and controlling of planning, construction and implementation phases for the construction of the Berlin headquarters for the Federal Ministry for Education and Research.

Mega project management and controlling

Preparation and implementation of Europe-wide tender processes as a competitive dialogue for the public-private real-estate partnership of UKSH (University Clinic Schleswig-Holstein) in Kiel and Lübeck as well as implementation of the financing tenders and project controlling of the realization of a 500 million € plus project.

Strategic consulting

Development of central cornerstones and strategic fields of action for a national strategy for automated driving and development of appropriate measures for implementation on behalf of the Federal Ministry for Transport and Digital Infrastructure.

Process optimization

Concept development, planning, substantive project assistance and external project management for the transformation of the IT service provider ZIVIT into the leading federal IT service center based on free-market principles.
